Trump campaigned under the banner that he was going to clean up Washington. He said he was going to "drain the swamp". But,"House Republicans just enacted a new rule that makes congressional records the personal property of Congress members, a factor that greatly increases the difficulty of investigations and prosecutions. Rendering documents generated by public office as “personal property” of legislators means it will be more difficult for investigators and prosecutors to obtain them."

My guess is that, since there's no real threat during the next four years to Republican congressmen, they're looking down the road for when the pendulum swings back the other way. I call it 'covering your ass' before the fact. Many aspects of corruption are legal in D.C., and Trump is careful not to piss off those he's need to pass his real ambition: lowering corporate tax rates and capital gains taxes.
